The government of the City of Nappanee consists of five branches: the Executive Branch, the Legislative Branch, the Fiscal Branch, the Judicial Branch, and Statutory Boards and Commissions. The Mayor is the chief executive officer, who annually appoints one of the Common Council members to serve as deputy mayor.
The Legislative Branch of the City of Nappanee is the Common Council. The Council has the exclusive authority to adopt ordinances, appropriate tax money, establish utility rates and charges, authorize the issuance of debt, and perform other legislative functions. The Clerk-Treasurer is the head of the City's Fiscal Branch and serves as the City's fiscal officer. The Mayor, Clerk-Treasurer, and Common Council are all elected to four-year terms. The Judicial Branch consists of the City Court of Nappanee, headed and operated by an elected judge.

The City has established several boards and commissions to address specific requirements. These include the Park and Recreation Board, the Police Pension Board of Trustees, the Plan Commission, the Board of Zoning Appeals, the Economic Development Commission, the Board of Aviation Commission, Nappanee Redevelopment Commission, Nappanee Tree Board, and the Nappanee Historic Preservation Commission. |
